Budget Measures Implementation Act (No. 2), 2026

Amends the Special Accounts Appropriation and Control Act to establish the British Columbia Strategic Investments special account.

A special account is money held inside the consolidated revenue fund that a minister may pay out for the purposes the account's section names, with Treasury Board approval, without a further appropriation. The British Columbia Strategic Investments special account starts with $400 million and can take transfers from votes, federal money and returns on its own investments. From it the minister can make grants and loans, buy equity or other financial interests in recipients, and guarantee loans, for projects that Treasury Board designates by regulation as strategic investments, to recipients that meet qualifications set the same way.
